A lot of people think buying a home in Florida right now is out of reach.
Rates are high, prices haven’t come down too much, and saving up a full down payment while paying rent can feel like running uphill.
What most buyers don’t realize is that Florida has some of the most generous homebuyer assistance programs in the entire country. Programs that can cover your down payment, your closing costs, or both.
I’ve helped hundreds of first-time buyers in Orlando navigate these programs over the years. Most of them were shocked at how much help was available and how few people had told them about it.
So let me lay it out plainly:
First, Who Counts as a "First-Time Homebuyer" in Florida?
More people than you’d think.
The Florida Housing Finance Corporation defines a first-time homebuyer as someone who has not owned and occupied their primary residence within the past three years.
So if you owned a home five years ago, sold it, and have been renting since, you qualify. If you’ve only ever owned investment property but not a primary residence, you likely qualify. Worth checking before you assume you don’t.
This is Florida’s most widely used down payment assistance program and a good starting point for most buyers.
FL Assist provides up to $10,000 toward down payment or closing costs as a deferred second mortgage at 0% interest with no monthly payments. The loan is repaid when you sell, refinance, transfer, or no longer use the home as your primary residence.
A few things worth understanding clearly:
This is a loan, not a grant. You will pay it back, just not until you sell or refinance. For most buyers, that’s a strong trade. You get into a home years sooner than you otherwise could have, and you repay the assistance from your equity when you eventually move on.
FL Assist is a solid option if you’re not eligible for other programs but meet first-time buyer requirements. Income limits generally fall between $85,000 and $115,000 for families of two to four, depending on county.
It must be paired with a Florida Housing first mortgage through an approved lender, it doesn’t work as a standalone.
This one gets better the longer you stay.
Florida Housing’s HFA Preferred and HFA Advantage PLUS program provides 3%, 4%, or 5% of the loan amount as a second mortgage at 0% interest with no monthly payments. The loan is forgiven at 20% per year, meaning after five years, you owe nothing.
If you plan to stay in your home at least five years, this becomes effectively free money. It’s one of the most underused programs in the state because buyers don’t know to ask for it.
Minimum 640 credit score required. Must meet Florida Housing income and purchase price limits. Homebuyer education is required.
If you need more than $10,000 and can handle a small additional payment, FL HLP may be worth looking at.
The Florida Homeownership Loan Program offers up to $12,500 in down payment and closing cost assistance as a second mortgage at 3% interest over 30 years, with a monthly payment of approximately $52.70. The remaining balance is deferred until the home is sold, refinanced, transferred, or paid off.
It’s a good middle-ground option for buyers who need more assistance than FL Assist provides and don’t qualify for the forgivable program.
This is the big one, and if you qualify, it’s one of the most generous homebuyer programs in the entire country.
Hometown Heroes provides up to $35,000 in down payment and closing cost assistance as a 0% interest deferred second mortgage for first-time buyers working full-time in qualifying professions in Florida.
Eligible occupations are broader than most people realize: teachers, professors, school administrators, school bus drivers, nurses, doctors, pharmacists, mental health counselors, law enforcement, firefighters, EMTs, childcare workers, and many more. Active military and veterans are also eligible.
Here’s what you need to know about timing:
The most recent Hometown Heroes funding cycle opened with $50 million and was fully committed in just six months, helping more than 3,000 families become homeowners. Previous rounds ran out in as little as three to five weeks.
That means when funds open, the window moves fast.
Funding for Hometown Heroes is limited by the state and can be suspended at certain times during the year. The smart move is to get pre-approved with a Florida Housing-approved lender now, before a new round opens, so you’re ready to move the moment funds become available instead of scrambling to catch up.
Florida Realtors is actively pushing for the program to reach permanent evergreen funding status. The Senate has proposed $75 million and the House has recommended $50 million for the 2026-27 fiscal year. More funding is coming. The key is being prepared when it does.
If you’re buying in Orange County specifically, there’s a local layer of help worth knowing about too.
Orange County offers a Down Payment Assistance Program that provides funding to income-eligible first-time homebuyers toward qualified closing costs and the down payment for a new or existing home.
In some cases, buyers stack county programs on top of state programs, which can significantly reduce or even eliminate out-of-pocket costs at closing. A good lender who works these programs regularly will know how to layer them.
What All of These Programs Have in Common:
A few things apply across the board:
You need a 640 credit score minimum for most Florida Housing programs. If you’re at 620 or below, start there, that’s where to focus first.
You’ll need to complete a homebuyer education course. It’s usually done online and takes a few hours. Well worth it.
You must use a Florida Housing-approved lender. Not every lender works these programs. The ones who do know how to execute them cleanly and quickly. The ones who don’t can cost you the deal.
Income and purchase price limits vary by county. What works in Osceola may be slightly different from Orange or Seminole. Always verify for your specific situation.
One More Thing
